Ordinance on House Rules

We inform you that on 4 June 2025, the Official Gazette (NN 86/2025) published the new Ordinance on House Rules in Residential Buildings.

The purpose of the Ordinance is to improve the quality of living by providing clearer management of common areas and emphasizing a culture of living, with clearly defined rules of conduct within the community.

Key novelties of the Ordinance:

  • Permitted noise levels and designated quiet hours (daytime and nighttime rest periods)
  • Rules on maintaining cleanliness in common areas
  • Guidelines for the use of loggias and balconies
  • Provisions on apartment rentals and obligations of owners
  • Possibility of imposing monetary fines for violations of rules (funds are directed to the building’s reserve fund)

Possibility of amending certain articles differently from those prescribed:

Co-owners may, by majority decision, adapt the following articles of the Ordinance:

All other rules of the Ordinance are binding and cannot be amended by special decisions.

Obligation of the building manager:

The building manager is required, within 60 days from the entry into force of the Ordinance (1 July 2025), to:

  • prepare a wall plaque with the general provisions of the house rules,
  • prepare a wall plaque with special provisions, if adopted by the co-owners.
